Problem

During the COVID-19 response, the local government needed a faster and more reliable way to encode, manage, and verify vaccination records across the city. Existing processes were not built for the volume and urgency of city-wide vaccination operations.

Primary audience

Government staff managing vaccination records, city officials monitoring coverage, and citizens verifying their own vaccination information.

Constraints

The system was developed under active COVID-19 response timelines and deployed on local government infrastructure. It also needed to work with existing municipal data, support different user roles, and remain usable across a range of devices and operating environments.

Validation

The platform was used in live government operations for vaccination record encoding and management, with functionality reviewed and refined throughout deployment. The broader COVID-19 Response Integrated System it supported was later recognized by the Anti-Red Tape Authority in 2022 for improving vaccine record processing.

Outcome

VIMS became a working city-wide platform for managing vaccination records, giving staff a more structured way to encode and retrieve data while also giving citizens a way to verify their records. The project also became the core technical foundation for the local government’s broader COVID-19 Response Integrated System.

My contribution

I designed and built the platform end-to-end, covering the Angular and TypeScript front end, Node.js backend services, authentication and access control, and the underlying MongoDB and MySQL data flows. I also designed the main record-management workflows, administrative dashboards with geographic coverage views, and a public-facing verification experience for citizens.
